Construction Project Manager

An established real estate investment and development group with a strong track record of residential and commercial projects across Riga and Jūrmala is looking for an experienced Construction Project Manager to take ownership of a major redevelopment project in Riga.

The group specializes in acquiring existing commercial and industrial properties and transforming them into residential developments, managing the full lifecycle from acquisition and concept development through reconstruction, operation, and sale.

The immediate focus will be a ~21,500 m² redevelopment project in the VEF area of Riga, currently at an early stage. The existing property will undergo a comprehensive transformation, including a change of use and redevelopment into residential real estate.

This is a highly autonomous, owner-side role for someone who can take a project from its early stages and drive it through the entire development and construction lifecycle to successful completion.

What You Will Do

  • Take full ownership of a large-scale residential redevelopment project from early-stage planning through construction and final delivery.
  • Develop and manage the overall project roadmap, timeline, milestones, resources, and execution plan.
  • Coordinate the change of use and manage the required permits, approvals, and regulatory processes.
  • Lead and coordinate all stages of design, engineering, procurement, construction, and commissioning.
  • Work closely with the group’s in-house architects, designers, and construction resources.
  • Assess the resources and expertise available internally and identify where external specialists or contractors are required.
  • Source, evaluate, select, and manage external contractors, subcontractors, engineers, and other project partners.
  • Prepare and coordinate project budgets, monitor costs, and ensure financial discipline throughout project execution.
  • Manage construction schedules and ensure agreed milestones are achieved.
  • Oversee quality, technical execution, risks, documentation, and compliance throughout the project.
  • Resolve project issues proactively and make sure all parties remain aligned on scope, budget, quality, and deadlines.
  • Provide clear progress reporting and project updates directly to the company’s leadership.
  • Following successful delivery, take ownership of further redevelopment projects within the group’s growing real estate portfolio.

What You Bring

  • Strong hands-on experience managing residential construction or real estate redevelopment projects.
  • Proven experience taking construction projects through multiple stages of the development lifecycle.
  • Solid understanding of construction processes, permitting, approvals, budgeting, procurement, contractor management, and project delivery.
  • Experience coordinating architects, designers, engineers, contractors, subcontractors, and other technical specialists.
  • Ability to independently build a project plan, establish priorities, identify required resources, and drive execution.
  • Strong commercial awareness and confidence working with project budgets and contractor proposals.
  • A practical, hands-on approach combined with strong project management discipline.
  • Ability to take ownership, make decisions, anticipate risks, and solve problems without requiring constant supervision.
  • Fluent Latvian, Russian is a plus.
  • Previous experience with redevelopment, reconstruction, or change-of-use projects will be a strong advantage.
